Yes, but buying vacant land is tightly controlled and harder than buying a finished home. A non-Seychellois needs the same Sanction permit, and bare land must meet a minimum value of SCR 4,000/m² for plots of 2,000–4,000 m². The 12% Sanction Duty applies to land exactly as it does to houses, and freehold land on the outlying islands is off-limits to foreigners entirely. In practice, most foreign buyers acquire within approved developments rather than sourcing open-market land.
For bare land, the minimum-value threshold is SCR 4,000/m² for plots between 2,000 and 4,000 m². As with any foreign acquisition, you must first obtain the Sanction (form IP/3, SCR 3,000 non-refundable fee, valid one year) and you pay the 12% Sanction Duty on market value at completion. Freehold land on the outlying islands is not available to non-Seychellois.
Land purchases attract closer scrutiny, and buildable, correctly-titled plots inside Designated Areas are scarce. There is also an indicative cap of around three residential properties per foreign national, which should be confirmed. On top of the acquisition, you then face the planning, construction and servicing risk of a build — so the total commitment and timeline are considerably larger than buying a completed property.
For most foreign buyers, the realistic path is to buy within an approved development where freehold and Sanction are already structured, rather than assembling open-market land. If you do pursue land, validate the title, the Designated-Area status, the minimum-value rule and the build permissions with a local lawyer before committing.
