On the north-east coast of Mauritius, Azuri Ocean & Golf Village is an exception: a 170-hectare estate conceived not as a gated compound but as a real coastal village — restaurants, shops, hotel, nautical club, golf — alive year-round since 2014. Developed by BlueLife Ltd (IBL Group) under the PDS and Smart City Scheme, it opens freehold ownership to international buyers.

The village faces the island's second largest lagoon, at Roches Noires, fringed with mangroves, and the Rivière du Rempart flows through it to the ocean. The full residential range is here: Les Méléanes apartments from ~€160K, Ophélys townhouses, 180° ocean-view penthouses from ~€2.05M, and 45 building plots at Les Hautes Rives.

For the investor, Azuri combines the most accessible entry price of Mauritius' great estates, rental demand driven by the village and the Radisson Blu hotel, and the island's tax frame: 0% capital gains, 0% inheritance tax and a personal income scale of 0/10/20%. This page details residences, pricing, tax and the buying process.

The Azuri art of living

A Real Coastal Village, Not a Gated Compound

Azuri is BlueLife's (IBL Group) successful wager: creating on 170 hectares of the north-east coast a village that lives year-round — cafés, restaurants, sailing school, golf, hotel — where Mauritians and internationals have lived side by side since 2014.

Cafés, Gourmet Market and Neighbourhood Life

Black Rock Bar & Grill, Café Gioia, Le Comptoir, Rivazur, the Ô Marché Gourmet deli: Azuri's boulevard lives morning to night. Add the Radisson Blu Azuri Resort & Spa (101 rooms), the Cinq Mondes spa, the JPH Nautical Club and its boat yard.

Twelve years after opening, Azuri is a village that works — and keeps building: Les Méléanes apartments, Ophélys townhouses, ocean-view penthouses and 45 plots at Les Hautes Rives. New builds and resales coexist, from pied-à-terre to signature penthouse.

Ownership & residency

PDS, Smart City & the Mauritian Residence Permit

Azuri is sold under the PDS and the Smart City Scheme — the frameworks that open Mauritian freehold real estate to foreign buyers, through the Economic Development Board (EDB).

  • Full freehold ownership
Foreign buyers obtain a full freehold title, with no resale restriction and full repatriation of capital and rental income.
  • Residence permit from $375,000
A qualifying purchase grants a renewable residence permit for the owner and family, valid for as long as the property is held. Entry apartments below the threshold remain excellent pure rental plays.
  • Tax residency
Spending more than 183 days a year in Mauritius confers tax resident status — unlocking a personal scale capped at 20% (0/10/20%) and the absence of capital gains, inheritance and wealth taxes.
  • Regulated off-plan (VEFA)
New programmes sell under Mauritian VEFA, with a financial completion guarantee and regulated staged payments (25/10/35/25/5) — a framework inherited from French law.
